(يستهدف تعديل مقترح على قانون المعونات الخارجية الأميركية، بجرة قلم، شطب الأغلبية الساحقة البالغة حوالي خمسة ملايين لاجئ فلسطيني من المسجلين في قوائم الأونروا، وتجريدهم من وضع "لاجئ")

ينشغل المجتمع الدولي المعني بالحقوق الوطنية الفلسطينية هذه الأيام ب"تمكين المرأة والشباب" الفلسطيني وتعزيز دورهم في "حل سلمي لقضية فلسطين"، ولهذا الغرض تحضر لجنة الأمم المتحدة المعنية بممارسة الشعب الفلسطيني لحقوقه غير القابلة للتصرف لعقد اجتماع دولي بمقر اليونسكو في العاصمة الفرنسية باريس في الثلاثين من الشهر الحالي عملا بالقرارين 66/14 و 66/15 اللذين تبنتهما الجمعية العامة العام الماضي. لكن الكونغرس الأميركي منشغل في الوقت ذاته في تصفية قضية اللاجئين الفلسطينيين وهي جوهر الحقوق الوطنية غير القابلة للتصرف لعرب فلسطين.

فبعد محاولات سنوية فاشلة منذ عام 2009، نجح السناتور الجمهوري مارك كيرك، الذي شغل مقعد باراك أوباما في مجلس الشيوخ الأميركي إثر فوز الأخير بالرئاسة في تلك السنة، في ما لم ينجح فيه غيره قبله من ممثلي دولة الاحتلال الاسرائيلي في الكونجرس الأميركي.

فقد نجح كيرك في إقناع أغلبية بين ثلاثين عضوا في لجنة الاعتمادات بالموافقة يوم الخميس الماضي على تعديل لقانون المعونات الخارجية الأميركية لسنة 1961، سوف يقود إذا نجح أيضا في إقناع الكونجرس بمجلسيه في تبني المشروع كقانون إلى اختصار عدد اللاجئين الفلسطينيين الذين يستحقون مساعدات مالية أميركية، من خلال وكالة غوث وتشغيل اللاجئين الفلسطينيين التابعة للأمم المتحدة "أونروا"، إلى حوالي ثلاثين ألفا فقط، حسب تقديرات أنصار هذا التعديل، هم من بقي على قيد الحياة من لاجئي عام 1948 الأصليين، بالفصل التعسفي بينهم وبين نسلهم من الأبناء والأحفاد، بحجة أن "توريث" وضع اللاجئ يجب أن يتوقف بأثر رجعي.

وسوف يقود ذلك، إن سمحت الحكومة الفدرالية الأميركية لسياسيين مغامرين، مثل السناتور كيرك الراعي لمشروع التعديل، ممن يلهثون وراء دعم اللوبي اليهودي في موسم انتخابي بجر الكونجرس إلى تبني التعديل، إلى مخاطر استراتيجية بعيدة الأثر على وضع "الأونروا"، وعلى الاستقرار في الدول العربية الرئيسية المضيفة للاجئين الفلسطينيين، وكذلك على أي أمل متبق في احتمال إحراز أي تقدم في "عملية السلام" التي ترعاها الولايات المتحدة باعتبار قضية اللاجئين والقدس من أعقد قضايا الوضع النهائي التي أفشلت هذه العملية حتى الآن.

ويستهدف التعديل المقترح على قانون المعونات الخارجية الأميركية، بجرة قلم، شطب الأغلبية الساحقة البالغة حوالي خمسة ملايين لاجئ فلسطيني من المسجلين في قوائم الأونروا، وتجريدهم من وضع "لاجئ".

ولتحقيق هذا الهدف، كما جاء في نص التعديل المقترح، فإن "على وزير / وزيرة الخارجية خلال مدة لا تتجاوز سنة واحدة بعد سن هذا القانون أن يرفع تقريرا إلى لجان الاعتمادات يبين بالتفصيل عدد الناس الذين يحصلون الآن على خدمات الأونروا: 1) ممن كان مكان إقامتهم فلسطين بين حزيران / يونيو 1946 وبين أيار / مايو 1948 وشردوا شخصيا في حرب 1948 العربية الإسرائيلية، و2) من هم أطفال هؤلاء الأشخاص، و3) من هم أحفادهم، و4) من هم من نسلهم ممن لم يتم عدهم حسب المعايير الواردة في (2) و(3)، و5) من منهم يقيم في الضفة الغربية أو غزة، و6) من منهم لا يقيم في الضفة الغربية أو غزة وهم مواطنون في بلدان أخرى، و7) من منهم كانت فلسطين مكانا لاقامته بين حزيران / يونيو 1946 وبين أيار / مايو 1948 ممن شردوا شخصيا نتيجة لحرب 1948 العربية الإسرائيلية ولا يقيمون حاليا في الضفة الغربية أو غزة وليسوا حاليا مواطنين في أي دولة أخرى".

يقول كيرك إن الهدف من تعديله هو "الشفافية والمسؤولية" تجاه دافع الضرائب الأميركي، وتقول الناطقة باسمه كيت ديكنز إن "لا شيء في تعديل كيرك سوف يغير سياسة الولايات المتحدة تجاه اللاجئين" الفلسطينيين.

لكن لأن الولايات المتحدة هي أكبر مساهم في تمويل الأونروا، فإن هذه المساهمة سوف تقتصر على ثلاثين ألف لاجئ فلسطيني فقط، مما يعني ترحيل الأعباء المالية عمن تم تجريدهم من وضع اللاجئ إلى ميزانيات الدول الرئيسية المضيفة لهم في الأردن وسورية ولبنان وغيرها، ولأن الأوضاع المالية لهذه الدول غنية عن البيان، فالأرجح أن تضغط الولايات المتحدة على حلفائها وأصدقائها في دول النفط العربية الخليجية بخاصة لتحمل هذا العبء.

وفي هذا السياق لا تزال الذاكرة تختزن ما خلفته سابقة كندا في وقف تمويلها للأونروا أوائل عام 2010 وهي التي سلمها مؤتمر مدريد للسلام عام 1991 رئاسة لجنة اللاجئين!

غير أن الأخطر هو خلق أكبر جالية عربية من "البدون جنسية" تتكون من خمسة ملايين نسمة ممن يحملون بطاقة الأمم المتحدة للأونروا حاليا، بانتظار حل مشكلتهم بالعودة إلى وطنهم وجنسيتهم الوطنية، بكل ما يعنيه ذلك من مخاطر سياسية وأمنية.

ومن المفروغ منه، من وجهة نظر المنطق البراغماتي الذي يميز الأميركيين ك"رجال أعمال"، أن "التوطين" هو الحل الأسهل الذي يمكن "تمويله" أميركيا بالوفر الناتج عن خفض التمويل الأميركي من تمويل خمسة ملايين لاجئ إلى تمويل ثلاثين ألفا فقط.

وكل ذلك يمثل تهديدا خطيرا للأمن العربي بعامة، لكنه يهدد بتفجير الوضع الفلسطيني تماما، ويسحب ما تبقى من بسط من تحت أرجل ما تسميه قيادة منظمة التحرير الفلسطينية الحالية "المشروع الوطني"، لتحشر هذه القيادة بين خيارين لا ثالث لهما، إما الانحياز إلى اللاجئين وهم ثلثا الشعب الفلسطيني تقريبا، مما يعني بالتأكيد العودة إلى حضن المقاومة، أو مواصلة استراتيجيتها الحالية، مما يعني فقدان ما بقي لها من صدقية ك"ممثل شرعي ووحيد" لشعبها بحيث لا تعود تمثل أحدا سوى نفسها، ومن المؤكد أن أيا من الخيارين لا يتفق أبدا مع الإجماع العربي على "مبادرة السلام العربية"، وفي هذه الحالة سيعيد التاريخ القريب نفسه لتجد حركة التحرر الوطني الفلسطينية نفسها في مواجهة مع النظام العربي مجددا.

إن من يتابع الجدل الواسع الساخن في الصحف والمواقع الالكترونية الرئيسية الأميركية واليهودية العالمية خلال الأيام القليلة الماضية الذي يصب في معظمه في الترويج لأفكار كيرك وتعديله ويقارنه بالصمت الرسمي والإعلامي عن وعي أو دون وعي في الإعلام العربي لا يسعه إلا الاستنتاج بأنهم في الولايات المتحدة ودولة الاحتلال يدركون الأهمية الاستراتيجية لتعديل كيرك في تصفية القضية الفلسطينية، كون قضية اللاجئين هي جوهرها أكثر من القدس وغيرها من "قضايا الوضع النهائي"، بينما لا يدرك المعنيون العرب وأولهم الفلسطينيون هذه الأهمية ومخاطرها عليهم.

يوم الجمعة الماضي، قالت صحيفة "الجيماينر" اليهودية الأميركية إن "وزارة الخارجية الأميركية والأردن" فقط يسعون إلى منع تعديل كيرك من التحول إلى قانون ملزم للإدارة الأميركية. وفي اليوم السابق قالت جنيفر روبين في مدونة نشرتها الواشنطن بوست إن السفارة الأردنية في واشنطن بعثت رسالة "ايميل" إلى موظفي الكونجرس جاء فيها أن "الأردن يحث مجلس الشيوخ على تجنب أي لغة ستقود بصورة مباشرة أو غير مباشرة إلى تقويض أونروا. وسوف تكون السفارة سعيدة بشرح الموقف الأردني أكثر" بشأن "ملاحظاته وتحفظاته ... ومنها المضاعفات السلبية المحتملة على الأردن واقتصاده وعلى جهود السلام".

إنه اضعف الايمان الأردني، لكنه هام في ضوء انشغال السوريين ب"ثورة" يحض عليها كيرك وأمثاله من الأميركيين، وانشعال الفلسطينيين بالتحضير للانتخابات في ظل الاحتلال المدعوم أميركيا، وانشغال اللبنانيين بالمضاعفات الأمنية التي أعقبت زيارة مساعد وزيرة الخارجية الأميركية جفري فيلتمان، الذي قال تقرير للأسوشيتدبرس الأسبوع الماضي إنه سيعفى من منصبه لينتقل مساعدا للأمين العام للأمم المتحدة - ربما لشؤون اللاجئين! – بينما كل العرب منشغلين بما سماه الإعلام الأميركي "الربيع العربي".
